In his activities, the deputy director for educational and methodological work of an elementary school is guided by the Constitution of the Russian Federation, the Law of the Russian Federation "On Education", the Model Regulations on a General Educational Institution, decrees of the President of the Russian Federation, decisions of the Government of the Russian Federation and the Government of Moscow and educational authorities of all levels according to issues of education and upbringing of students;

administrative, labor and economic legislation; rules and regulations of labor protection, safety and fire protection, as well as the charter and local legal acts of the school (including internal labor regulations, orders and directives of the director, this job description), employment agreement (contract).

The Deputy Director for Educational and Methodological Work of the Primary School complies with the Convention on the Rights of the Child.

2. Functions

The main areas of activity of the deputy director for educational and methodological work of an elementary school are:

3. Job responsibilities

The deputy director for educational and methodological work of an elementary school performs the following job responsibilities:

3.1. Analyzes:

    problems of the educational process and methodological work in primary school and in the State Educational Institution;

    the results of educational and methodological work of primary schools and the GPA;

    promising opportunities for primary school teachers and GPD educators in the field of educational and methodological work;

    the course and development of the educational process and methodological work of primary schools and the GPD;

3.2. Predicts:

    trends in changes in the situation in society and in education to adjust the school development strategy;

    the consequences of the planned educational and methodological work in primary school and in the GPD.

    3.3. Plans and organizes:

    current and long-term planning of the activities of the teaching staff of primary schools and the State Educational Institution;

    participation in the process of developing and implementing the school’s educational program;

    development of the necessary educational and methodological documentation for primary school and GPA;

    implementation of systematic monitoring of the quality of the educational process and the objectivity of assessing the results of educational training of students, the work of clubs and electives; attending lessons and other types of training sessions conducted by primary school teaching staff and the State Educational Institution;

    work on preparing and conducting transfer exams in primary schools;

    educational work for parents (legal representatives), receives parents (legal representatives) on issues of organizing the educational process in primary school and in the GPD;

    control over the teaching load of primary school students and the GPD;

    proper maintenance by primary school teachers and GPD teachers of class registers and other established reporting documentation;

    studying by primary school students and GPA rules for students;

    improving the qualifications and professional skills of primary school and primary school teachers;

    equipping classrooms of primary schools and primary schools with modern equipment, visual aids and technical teaching aids; replenishment of the library with educational, methodological and fiction literature, magazines and newspapers;

    work to comply with labor safety standards and regulations in the educational process of primary school and GPD;

    with the participation of the deputy director for administrative and economic work, timely and high-quality certification of elementary school classrooms, as well as the premises of the State Educational Inspectorate;

    development and periodic revision at least once every 5 years of instructions on labor protection in primary schools and in the State Educational Institution;

    together with the trade union committee, safety of use, storage of educational instruments and equipment, visual aids, school furniture. Timely takes measures to confiscate educational equipment, devices not provided for in the standard lists, including homemade ones installed in educational and other premises without the appropriate permit, suspends the educational process on the premises of an educational institution if conditions are created there that are dangerous to the health of workers, students and pupils.

3.4. Coordinates:

    the work of teachers and other teaching staff of primary schools and GPA in implementing curricula and programs;

    development of the necessary educational and methodological documentation in primary schools and in the State Educational Institution;

    interaction between representatives of the administration, services and departments of the school that ensure the educational process of the primary school and the GPD.

3.5. Directed by:

    methodological work in primary school and in the State Educational Institution;

    creating a favorable learning environment in primary schools and in the GPA;

    implementation of a system of incentives for participants in the educational process and methodological work of primary schools and the GPA.

3. 6. Controls:

    the correctness and timeliness of registration of journals and other reporting documentation by primary school teachers and GPD teachers in accordance with the curriculum and programs;

    timely conduct of safety briefings for students, primary school pupils and primary school pupils and its registration in the journal;

    safety of equipment, instruments, technical and visual teaching aids used in the educational process of primary schools and GPD;

    the work of primary school teachers and GPD educators;

    compliance by primary school students and GPA rules for students;

    the quality of the educational process and the objectivity of assessing the results of educational training of primary school students;

    work of clubs, electives, sections, studios, etc. in primary school and in the GPD;

    study load of primary school students and GPA.

3.7. Corrects:

    progress in the implementation of the curriculum and programs in primary schools and in the GPA;

    work plans for primary school teachers and GPA teachers.

3.8. Develops:

    methodological documents ensuring the educational process in primary school and in the State Educational Institution;

    normative documents for participants in the educational process of primary school and GPA;

    fragments of the school’s educational program and other strategic documents;

    rules for maintaining journals and other reporting documentation in primary schools and in the GPA in accordance with the curriculum and programs;

    methodology and procedure for teaching traffic rules (traffic rules), behavior on water and the street, fire safety in elementary schools and in the State Traffic Police;

    on the basis of materials received from the medical institution, lists of persons in primary school and primary education who are subject to periodic medical examinations, indicating the factor by which the need for periodic medical examination has been established.

3.9. Consults participants in the educational process of primary schools and the GPD on fundamental methodological issues.

3.10. Evaluates and exports:

    strategic documents of the school in terms of primary school (educational program, curriculum, etc.);

    proposals for organizing educational and methodological work in primary schools and in the GPA and establishing connections with external partners.

3.11. Edits teaching materials prepared for publication, developed by primary school teachers and GPD educators.

4. Rights

The deputy director for educational and methodological work of an elementary school has the right, within his competence:

4.1. Be present at any classes conducted with primary school students and the GPD (without the right to enter the classroom after the start of classes unless absolutely necessary and to make comments to the teacher during the lesson), having warned the teacher no later than the day before.

4.2. Give mandatory instructions to primary school teachers, primary school additional education teachers, primary school teachers, classroom teachers, and junior service personnel.

4.3. Bring disciplinary responsibility to primary school students and primary school students for offenses that disorganize the educational process, in the manner established by the rules on rewards and penalties.

4.4. Participate:

    in the development of educational policy and school strategy, in the creation of relevant strategic documents;

    in the development of any management decisions relating to issues of educational and methodological work of primary schools and the GPD;

    in negotiations with school partners on educational and methodological work in primary schools and in the GPD;

    in the certification of teachers and the work of the pedagogical council;

    in the selection and placement of teaching staff in primary schools and in the GPD.

4.5. Make suggestions:

    on the beginning, termination or suspension of specific methodological projects in primary schools and in the GPD;

    to improve educational and methodological work;

    on encouragement, moral and material incentives for participants in educational and methodological activities in primary schools and in the GPA.

4.6. Establish, on behalf of the school, business contacts with individuals and organizations that contribute to the improvement of educational and methodological work in primary schools and in the GPA.

4.7. Request for control and adjustments the working documentation of various departments and individuals directly subordinate.

4.8. Conduct acceptance of educational and methodological works for primary schools and GPAs, completed by order of the school by various performers (both from among the school staff and from third-party organizations).

4.9. Monitor and evaluate the progress and results of group and individual methodological work in primary schools and in the GPA, veto methodological developments that are fraught with overload of students and teachers, deterioration of their health, violation of safety regulations, which do not provide for prevention, compensation and overcoming possible negative consequences.

4.10. Improve your skills.

5. Responsibility

5.1. For non-fulfillment or improper fulfillment without good reason of the charter and internal labor regulations of the school, legal orders of the school director and other local regulations, job responsibilities established by these instructions, including for non-use of the rights granted by these instructions, as well as making management decisions, resulting in disorganization of the educational process, the deputy director for educational and methodological work of an elementary school bears disciplinary responsibility in the manner prescribed by labor legislation. For gross violation of labor duties, dismissal may be applied as a disciplinary punishment.

5.2. For the use, including one-time use, of educational methods associated with physical and (or) mental violence against the student’s personality, the deputy director for educational and methodological work of an elementary school may be relieved of his position in accordance with labor legislation and the Law of the Russian Federation “On education". Dismissal for this offense is not a disciplinary measure.

5.3. For violation of fire safety rules, labor protection, sanitary and hygienic rules for organizing the educational and methodological process, the deputy director for educational and methodological work of an elementary school is brought to administrative responsibility in the manner and in cases provided for by administrative legislation.

5.4. For damage caused to the school or participants in the educational process (including moral) in connection with the performance (non-performance) of their official duties, as well as failure to use the rights granted by this instruction, the deputy director for educational and methodological work of an elementary school bears financial responsibility in the manner and in within the limits established by labor and (or) civil legislation.

6. Relationships. Relationships by position

Deputy director for educational and methodological work of primary school:

6.1. Works irregular working hours according to a schedule based on a 36-hour work week and approved by the school director.

6.2. Independently plans his work for each academic year and each academic quarter. The work plan is approved by the school director no later than five days from the beginning of the planned period.

6.3. Submits to the director a written report on his activities of no more than five typewritten pages within 10 days after the end of each academic quarter.

6.4. Receives information of a regulatory, legal, organizational and methodological nature from the school director, and familiarizes himself with the relevant documents against signature.

6.5. Endorses the orders of the school director on the organization of the educational process and methodological work in elementary schools and in the GPA.

6.6. Systematically exchanges information on issues within his competence with primary school teaching staff and GPD teachers, and deputy school principals.

6.7. Acts as the school principal and his deputies during their temporary absence (vacation, illness, etc.). The performance of duties is carried out in accordance with labor legislation and the charter of the school on the basis of the order of the director.

6.8. Transmits information received at meetings and seminars to the director immediately after receiving it.
