Arabaeva is aimed at obtaining new knowledge, carrying out applied developments in the interests of modern social practice of the Kyrgyz Republic, increasing its intellectual potential, training highly qualified teaching staff and specialists in priority areas of socio-economic and political development of sovereign Kyrgyzstan.

    In its activities, the university is guided by the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic “On Education”, “On Higher and Postgraduate Professional Education”, Model Regulations on an Educational Institution of Higher Professional Education (higher educational institution), normative and legal acts of the Ministry of Education, Science and Youth Policy KR and the University Charter.

    State governing body: Ministry of Education and Science of the Kyrgyz Republic. The highest governing body is the Academic Council. Executive body - rector, doctor of historical sciences, professor, Abdyrakhmanov T.A.

    There is a State license for the right to conduct educational activities in the field of higher and postgraduate vocational education, secondary vocational education, as well as additional vocational education, a decision of the State Inspectorate for Licensing and Accreditation (Certification) under the Ministry of Education and Science of the Kyrgyz Republic.

    Today, quality education is a condition for the independence of the state and the opportunity to have a future for society.

    All developed countries of the world are grappling with the problem of educational reforms and have not yet formulated a solution. And the problem is not that it is not known where to move - general approaches have already been developed. The problem is how to make the necessary transition, since we are dealing with an inertial system, sensitive to social changes and resource-consuming.

    In Kyrgyzstan in last years A lot of good things are being done for education, the ministry and teachers are making great efforts, documents have been developed and adopted with a number of necessary proposals for changes, but in most cases they are not implemented, and the overall situation with the quality of education is deteriorating.

    The problem of reforms in education is critical for the future of the country, for national independence, for the destinies of our children. Unreformed education means prolonging for decades all the shortcomings of modern society, which in a rapidly changing world will sharply worsen the condition and prospects of the state and society.

    First of all, we need to look at the situation in the Central Asian region. We have competition with our near and distant neighbors for natural resources, economic and cultural leadership. It is clear that whoever masters the new innovative model of post-crisis development better and earlier will win the competition.

    Innovative will be not only the use of new technologies, but above all the formation of a different view of one’s capabilities and resources. And the main mechanism for implementing innovation policy should be education.

    We can, based on educational resources become a center for the education of youth throughout the region. We have the material and technical base, teachers and Russian language of instruction, which is common to our neighboring countries. This task must be set, and its solution will certainly require changes in the management and financing of education, and in the content of training, and in its forms.

    In Kyrgyzstan, the education system must ensure the holistic, systematic, harmonious development of modern society and individuals based on (http://belisa.org.by/ru/izd/other/Kadr2007/kadr07_1.html):

    Creation and improvement of uniform specialty standards, modernization of the content of general and vocational education, taking into account changes in the field of culture, economics, science and technology;

    Strengthening the specialization and scientific and technical potential of universities for the development of applied learning outcomes;

    Managing the diversity of types and types of educational structures, educational programs, vertical and horizontal integration of educational institutions;

    Improving corporate relations with employers and the market;

    Modernization of the activities of structures for evaluating educational programs and universities;

    Transmission of ethical standards of life, basic images of culture and traditions;

    Passing on professional standards to the next generation.

    Key changes in higher education must be aimed at ensuring competition, transparency, efficiency and the relevance of graduates to the requirements of the economy. Low labor market demand for specialists from our universities reduces the return on investment in human capital. The productivity of a specialist with a diploma does not increase.

    Mechanisms for increasing the efficiency of higher education should be achieved by increasing differentiation in the higher education system and competition between universities, improving the quality of training of specialists, and resolving organizational and financial issues in higher education.

    In conclusion of this article, we have come to the following conclusion: the term “globalization” arose relatively recently. But the very essence of the global community of peoples of Europe, and indeed of all Eurasia, goes back to ancient history humanity. Almost the vast majority of the population globe, with some exceptions, follows the same development path.

    In the history of development, historically similar phenomena have always occurred, although not simultaneously.

    This is evidenced by the general socio-economic formations that have developed in human society. It would seem that different religions arose, but they have a lot in common; each belief is also a certain philosophy, a code of morality, and a system of aesthetic views, similar to each other at their core.

    Modern processes of globalization have a significant impact on the development of the higher education system around the world.

    The relationship between globalization and internationalization of education is a question of the relationship between economic and cultural in the development of modern higher education.

    Internationalization is a long process, which in modern sociocultural reality becomes more prominent and involves intercultural interaction of education systems in the contradictory conditions of increasing cultural diversity and cultural unification.

    During the transition to a global information community, it is informatization that acts as the main factor in the globalization of education.

    At the same time, it should be noted that in our country the solution to the problem of globalization of education based on its information modernization is still at an initial stage.
